At the program level, the Embassy is looking for partnership proposals that expose Serbian students and faculty to American academic perspectives and experiences in mutually relevant subject areas. Competitive concepts typically include elements such as learning from U.S. approaches and lessons learned in a given discipline, getting insights into current U.S. research and scholarly debates, participating in structured discussions and debates with U.S. peers, and observing or testing U.S. teaching methodologies and classroom practices. A key feature is reciprocity: projects are expected to be two-way exchanges that also benefit U.S. participants by broadening their perspectives and giving them direct access to Serbian academic expertise and research. Because the notice was issued during the COVID-19 era, proposals that use video conferencing, distance learning, or hybrid formats are explicitly welcomed, and any plan that relies on in-person activities is expected to include realistic contingency planning in case health measures restrict travel or gatherings during the grant period.

The primary intended participants are Serbian and American students, professors/academics, and university administrators. Depending on the topic and design, proposals may also identify secondary audiences such as media, civil society groups, or wider professional communities, but applicants are expected to pay attention to any restrictions if activities might involve participants from countries beyond the U.S. and Serbia (the notice directs applicants to a specific section of the full NOFO for those limitations). Grantees are also expected to actively publicize project activities through social media and/or traditional media and to visibly acknowledge U.S. Embassy support, including use of the Embassy logo on project materials.

Funding is provided as a grant under FY21/22 Economic Support Funds (Foreign Assistance Act). Total funding available is $300,000, with an anticipated 1 to 5 awards depending on individual award size. Individual awards are expected to range from $60,000 to $300,000. The program start date is flexible, but projects cannot begin earlier than September 1, 2022, and proposed activities must be completed within 30 months or less, including evaluation.

Eligibility and compliance requirements are an important part of this opportunity. Organizational applicants must have a Unique Entity Identifier (UEI) and an active registration in SAM.gov (with annual renewal). The notice also mentions the need to obtain an NCAGE/CAGE code as part of required registrations. Individuals are not required to have UEI/SAM registration, although the competition is framed as open to organizations submitting applications. Applications that do not follow the stated formatting and submission rules can be ruled technically ineligible, so the administrative details matter.

There are several clear funding restrictions. PDS will not fund projects that involve partisan political activity, charitable or humanitarian aid distribution, fundraising campaigns, commercial or profit-making activities (including support for current or future business ventures), or the provision of direct social services such as health care, childcare, food subsidies, or similar assistance. The Embassy is also explicit that it will not fund proposals that primarily underwrite an organization’s routine operations; the grant is meant for defined projects with achievable objectives within the performance period. For this NOFO, travel costs can be included, including travel within the region or between Serbia and the United States, but only when travel is essential to the project design. Another practical rule is that participants generally should not be charged fees to take part in PDS-funded activities; if an applicant believes a fee is necessary, they are expected to consult PDS during application development and be prepared to justify how any revenue supports the project objectives and is not used for profit.

The application process is paperless and uses standard U.S. government forms plus Embassy-provided templates. Applicants must submit in English, use U.S. dollars for budgets, number pages, and format documents for A4 or 8.5 x 11. Required components include the SF-424, SF-424A, and (in some cases, such as pending SAM registration) SF-424B, along with the FY2022 Grant Application Form. A budget justification narrative is required using an Excel template that explains each cost in detail. Typical attachments include one-page CVs/resumes for key personnel, letters of support from partners outlining roles and responsibilities, the organization’s NICRA document if claiming indirect costs under a negotiated rate, any official permission letters needed for activities, and (if SAM registration is not yet complete) a screenshot showing that the SAM process has begun. The Embassy notes that for this specific university partnership NOFO, applicants do not need to strictly adhere to the usual maximum word limits in the Grant Application Form sections.

Key dates and submission instructions are straightforward. Applications were due April 15, 2022, and all materials had to be emailed to BelgradeUniP@state.gov by the deadline; incomplete or late submissions would not be considered. A grants review committee evaluates eligible proposals, and applicants may be asked for clarifications, additional information, or a revised budget. The Embassy also flags that it may partially fund a proposal depending on funding availability. Funding decisions were anticipated by May 20, 2022.
